Also new this morning, we have the latest PHP Weekly Summary from Zend.com. This issue marks the one hundredth issue for this weekly summary that they put out (almost religiously) every single week.

The only real outstanding thing in this issue is the release of PHP 4.2.3 RC1 that can be downloaded here. As always, this is a release candidate, and not meant for production machines or servers.

Other than that, the rest just seem to be bugfixes with the streams API, alpha-blending for GD, and the adding of WebDAV support to PHP.
