Greg Beaver has a new post today with information about the "massive release" of several PEAR-related packages.

This release of PEAR is a big deal. Feature-frozen PEAR means that after some time is allowed to fix any minor or major issues encountered, PEAR 1.4.0 stable is on the horizon.
Keep up the great work, Greg - it's great to see so much new development in the PEAR arena, especially when it comes to the introduction of a complete new version!
