The circle.ch weblog has a new item posted today with an introductory HOWTO to help you get started with Apache/PHP/MySQL on Windows.

In 2003, I wrote an introduction to PHP for instruction purposes, and the document is available now under HandbuchPHP for download. Besides PHP, MySQL and Apache on Windows are all discussed. The document is licensed under a Creative Commons license. Suggestions, changes and actualizations are naturally welcome.

This one's in German, so if you're a non-speaker, you might need the Fish to help you out. It seems like a pretty comprehensive intro - nothing too overly detailed, but a good start...
