I seems as though Harry Fuecks has stumbled upon something very interesting in the PEAR site and project - a process to make the voting and inclusion of new libraries in PEAR a much simpler process.
The current process involves submitting first a proposal for the package you want to PEAR Mailing List, then assuming you get some positive feedback, submitting a "Call for Votes" (described here) for which you need +5 (one person / one vote). The process works kind of, but depends on random factors like who was reading the mailing lists at the time, and can become a little chaotic the moment someone goes off-topic. Often frustrating for all involved in fact.

This is definitely a step in the right direction - and just might lead the way to the fabled PEAR2 to come around...
