For any independant developers out there (or even those "in between jobs at the moment"), there's a new site you might be interested in seeing - php-freelancers.com

The site is still in it's beta stages, but it looks promising as a resource for contractees to find PHP contractors that would fit the bill.

As for how it works: Webmaster's can register and post projects in specific categories at no cost whatsoever. Freelancer's will then bid on the project. Once the Webmaster finds the right Freelancer with the appropriate skill set for their project, and the Webmaster and Freelancer agree upon a price, the Webmaster then chooses winning bidder and exchanges contact information with the Freelancer via email in order to begin the project.

Well, here's hoping that php-freelancers sticks around for a good long time. It would be an asset not only to the PHP community, but also to the entire online world...
