Just a small note here - on the main PHP.net page (and the mirrors), there's a new page they're calling the "my.php.net" section.

This new page allows you to set your language preferences (in a cookie) so that the site knows how to display the content to you. This is just an extension of the "browser language detection" that they have already, but it makes it easier for you to get to that setting.

So, if you've been having issues with the browser detection not getting it right, give this a shot and see if it might work better...
